Complaint Regarding Late Disbursement of MANF, RGNF SC, NF ST, RGNF D, NF OBC Fellowships to the Research Scholars.

Sub: Complaint Regarding Late Disbursement of MANF, RGNF SC, NF ST, RGNF D, NF OBC Fellowships to the Research Scholars.

Dear Madam/Sir,

We, the research scholars availing fellowships under MANF, RGNF SC, NF ST, RGNF D, NF OBC schemes would like to draw your kind attention over issue of late disbursement of fellowship. We would like to inform you that the scholars have not been receiving their fellowship since last three-four months and this is not the first time that the fellowship is being delayed. We have been facing such problems at regular intervals since the time we have availed the fellowship. The latest batches (2014-15) of scholars are yet to receive their fellowship since the time they have submitted their joining reports (six to seven months ago). Although the efforts put towards their PhD work by the scholars under the above mentioned schemes is same as that of other PhD scholars availing fellowship under different funding agencies (CSIR and UGC JRF), however, the fellows under these schemes have always remained neglected. We are being unable to concentrate in our PhD related works due to late disbursement of fellowship which we have to face every month.

As per the UGC notification, the fellowship is supposed to be disbursed in the 'first week of the every month'. However, we have failed to get the fellowship on monthly basis. As per our knowledge, the funding of fellowship for research scholars under various schemes is allocated by the Ministry of Finance, Government of India. Since research scholars under different schemes are getting their fellowship in time, there is no doubt that the payment of fellowship for the research scholar under the above mentioned schemes can also be done on time. The monthly and regular disbursement of the fellowships is bound to act as a morale booster for the research fellows who are receiving scholarships under MANF, RGNF and can address the grave issues of many research scholars quitting their research for financial crisis.

Hence, we, on behalf of all the research scholars under the above mentioned schemes would like to request the concerned ministries, agencies and Canara Bank to follow the rules and directions as given in the guidelines (the payment should be made regularly on first week of every month) and act towards monthly disbursement of the fellowship.
