Caste as Identity in the City: Urbanity, Space and Power

Indian Institute of Technology Delhi, New Delhi

Department of Humanities and Social Sciences

CALL FOR PAPERS

Caste as Identity in the City: Urbanity, Space and Power

A One-Day Graduate Students' Conference

Saturday 23 April 2015

In a striking juxtaposition in his 2012 book, Cracked Mirror (co-written with Sundar Sarukkai), Gopal Guru counterposes Gandhi's free and easy access to public space in the city to that of Ambedkar. The latter was forced to move between the few areas that welcomed him; vast spaces in the city including its maidans remained closed to him; a mode of secrecy and surreptitiousness was enforced upon him. Keeping in mind the perpetual counterpoint of the low-caste person in the city, how can we re-imagine social history, urban movement, spatial and temporal shifts as well as cultural and political transformations over time? HSS's Graduate Students' Conference this year will feature the many shapes and phantasms of caste in the city as its chief focus, calling for such issues to be addressed in all manner of disciplinary registers and straddling the divide between the empirical and the theoretical.

Research papers may address the following themes:

Questions of caste as they relate to urban identity, structural shifts in urban planning, responses from local governments to changing demographics, the changing forms of employment and mobility.

Caste as it is reflected in literary, cinematic and theatrical subcultures in the city.

We are especially interested in papers that address hidden forms of exclusion in educational institutions, in firms in the private and public sector as well as in the service sector. What are the new forms of political and social mobilization around caste that these give rise to? And to what extent do they palimpsest older forms of solidarity going back to the history of women's, working-class and anti-caste movements from the late 19C into the 20C, but whose effects continue to be felt in the 21C?

We hope that the question of caste as it determines issues of class, gender and ethnicity will provide new conceptual indices or new concepts in the domains of political and social theory. This will help make more fecund the emerging field of dalit studies and ensure that the latter is not merely another token annexe to the domain of the social sciences.

The call for papers is open for all graduate students engaged in masters or doctoral studies in any discipline of the Humanities, Social Sciences, Law, Architecture, Planning or Engineering.

Submissions are invited for the conference from students pursuing studies towards a Masters degree or Research Scholars working on a Doctoral Research. Abstracts for papers of not more than 300 words should be submitted to milindw{AT}hss.iitd.ac.in by 25 March 2015. In the submission the student must clearly mention her/his name, department/ centre/ institution, roll number/ registration number and year of admission into the current programme. Selected papers would be notified by 30 March 2015. Participants would be required to submit final papers of 2500-3000 words by 15 April 2015. The expected length of presentations would be 15 minutes. No TA/ DA will be paid to participants.

Workshop | Rethinking Interdisciplinarity | NIT Silchar | 18-19 May 2016

Dear all,
With great excitement, we are organizing an interdisciplinary workshop on the interface of Natural & Human Sciences at the National Institute of Technology, Silchar (Assam) during 18-19 May, 2016. The workshop is titled ''Rethinking Interdisciplinarity: Bridging the Rift''.
The workshop aims to question the premise upon which the divorce between the Natural Sciences & the Humanities thrives. It intends to probe into issues of subjectivity and social constructivism in the Sciences (cf. Poincare), and in light of the separatist worldview in the realm of pedagogy, reflects on the plausibility of an integrationist model instead.
We invite abstracts from prospective presenters by 28 Mar 2016, and expression of interest from non-presenting participants by 8 May 2016. Details about the workshop can be found here: <https://goo.gl/6UBBZJ>. Also, find attached the flyer for the workshop. We'll appreciate if you could display it at your work place.
Please share this call with relevant individuals, organizations, and networks.

Research Scholars of India Are in Great Plight: A Press Note

Since the Narendra Modi Government has taken its charge, many students of this country are in great trouble. It's not just because of the widely discussed issues like suicide of Rohith Vemula at UoH and incarceration of Kanhaiya Kumar and his friends at JNU. Apart from these well publicised instances of regime backed atrocities - there are several other issues like fund cuts in education and attempts at saffronisation of higher education by appointing people with RSS backgrounds in important positions are some significant matters which many are bothered about.

Further, one of the serious matters which directly affecting the researchers is fellowship. The debates regarding UGC Non Net Fellowship and UGC's messing up with it is well known. After several protests throughout the country, the HRD Ministry did set up a committee. The report of the committee was supposed to come in December but researchers are still waiting for the same. The 'unqualified' humbug minister seems to be underperformer too. Further, many ongoing fellowship schemes are also in great danger since many of them are being mismanaged in the last two years. The late disbursement system and several months without any fellowships are plaguing the students.

Fellowship schemes like MANF, RGNF and so on are dysfunctional for a long time. Last year some students did visit to UGC and other concerned ministries and were promised that the schemes will run as per law thenceforth, but unfortunately it did not happen. As of now thousand scholars of the country have not received their fellowship for many months. For example the scholars under the Maulana Azad National Fellowship (MANF) scheme for minority students are without fellowship from last October – November. Other schemes like RGNF SC, RGNF ST, RGNF OBC and so on are also running late. Most unfortunately fellowship for disabled students has not been released since last July. In these circumstances these research scholars are in great distress.

This repeated late disbursement of fellowships affect thousands of research scholars of the country. Most of the scholars solely depend on fellowship for their needs. Thus, if the fellowship amount is not credited on time, it becomes very difficult to sustain. Researchers literally witness times when they do not have money to support ourselves. Students feel really dejected that they have been pushed down to the level of beggars who have to petition every month for what rightfully deserve as legal entitlements as research scholars. Energy and time are lost much in this process which can otherwise be utilized for fruitful research. Researchers are not even able to concentrate on research, as are constantly worried about the lack of money for basic needs.

Now, whom to blame for all this? Is the assigned Canara Bank and the system or the bureaucracy of UGC responsible? Are the ministries responsible or the entire Govt. itself? Students call and beg to Canara Bank, UGC and Ministries almost every day for the pending money they deserve and when the power leaves them baffled with a mutual blame game, they do not know what to do to get the problem resolved. Researchers wait almost endlessly every month but the hostel authorities will not wait for the mess fees to be remitted; the university authorities will not wait for the tuition fees to be paid; the labs cannot wait for the essential chemicals, tools and instruments to be used from time to time.

This might sound little emotional but it's the ground reality of the researchers in India. Sometime many wonder and regret of the choice of research over other promising career which would have at least not left them in a situation like this. Please imagine when the employees don't get salary during the first week of the month. Students appeal not punish them more for choosing to face the challenges of a career in research to contribute to the academic development of the country. Here, it is to be noted that one of the significant reasons mentioned by Rohith Vemula in the tract going around as his 'suicide note' for his fatal decision was monetary problems. His pending fellowship was finally disbursed after his death. We would like to ask whether the Ministries, the UGC and the other powers that be whether they want mass suicides to occur across educational campuses of the country.

Thus, we request the concerned authorities at UGC, at various ministries, and power holders at the Govt. to look into the pathetic situation and do the needful at the earliest to resolve the late disbursement of our fellowships. Please act immediately to solve our problem; please give us our monthly fellowship at least within the first week of every month; please let us do our work peacefully and properly.

Please note that this is a brief summary and a concise press note. For more please join our  facebook group (https://www.facebook.com/groups/manfcandidates) and witness the issues the researchers of the country are facing.

We request you to please look into the matter and help us in this regard.

If you think someone will be appropriate to help in this crisis please forward this to him or her.

Thank you.

My Response to Mr. AnuPM about his Recent Speech at The Telegraph Kolkata National Debate

Dear Anupam,

Kanhaiya Kumar was not a 'participant' at that event. Even if he was, how is he responsible? Why doesn't your Govt. arrest the entire participants there?

You might not have any problem with the punishment of Afzal Guru but many others have. All can't be emotional fool like you. There are various debates for the same. Read those.

Many from Congress including the former PM Manmohan Singh said sorry for the unfortunate 1984. Let your Modi do that for Godhra and Gujarat.

It seems you have sipped Chai from that 'Chaiwala's Shop'. Only dumbs like you believe in those fictitious narratives and certify it publicly.

I read that Manmohan Singh used to work for 16 hours a day. There are many other PMs who worked tirelessly for the nation. Modi is nothing special. Jiska pura term hi holiday ho usko chutti ki kya zarurat. Go and count the pending files at PMO

Modi's 'Idea of India' and 'Desh' might be comfortable for you but may not be for all. Don't try to project and popularise this majoritarianism in our diverse country.

Well, people like you will always try to forget Vyapam, Lalitgate, DDCA and so on. Wait for some more time and see.

I don't know which poor you have talked to but I found people are tensed and worried. Unfortunately common people like Akhlaq and poor like small traders of the country are victim of the raising intolerance.

You enjoy your Champagne and dream about Bharat Ratna, but should not have any problem if anyone thinks of talks about these issues. Who the hell are you to define what to do and what not. Your frustration says a lot.

'Red Carpet in America'! Well we all know how your great PM was received there.

We understand your position well.

Abb time aaya, award ka keemat to chukana he hi.

Your recent behaviour has diminished your award.
